DWL-510 and user rights

Have DWL-510 installed in W2K PC. Set up the card as an 'administrator'. Everything works fine. If I then sign off and sign on as User X (User X subject to group policies) User X connects fine.
If I power down the PC, power up, then sign on as User X -- no connection to wireless network.
D-Link technical support says not their problem.
Microsoft says not their problem.
Any suggestions greatly appreicated.
