DWG Markup Files

Pure autoCAD newbie, I have a question about the Mark Up Files (RML) and associated them with DWg files.

Heres my dilema, I want my users to be able to create a "markup" of a dwg file but i want the others users to be able to view the dwg with the rml file. Is there a way to make a marked up file open automatically when the dwg file is opened ?
