DVI Out not wokring

I bought a videso card on eBay, and I thought it had VGA, but it only has DVI, so I went and bought a adapter (DVI -> VGA)...I stuck it in my mobo, and the screen just flashes a bunch of lines, but the "cursor" I can see, and I can tell its booting Windows.

What's wrong with it and how do I fix it...I think its the adaptor not converting the signal right, but I might be wrong.
