Duplicating messages for some users

I have several users that use MS outlook 2003 to connect to our exchange server via a POP3 connection. For about the past 2 - 3 weeks, a few users are getting messages that will duplicate each time they send/receive. These messages will block any additional mail from being downloaded until the email message causing the problem is manually deleted. If the user has several messages in the queue before the bad message, they will all repeat until that message is deleted.

Any suggestions?

Have you rebooted your exchnage server recently.
I am not sure but it may be caused due to excessive smtp queue growth.
 
Queue looks good. I have rebooted. The problem happens with 4 users. The only thing in common between the 4 that are having the trouble is that they all use laptops and are using a port other than 25 for smtp (due to ISP's blovking port 25 for outgoing mail). Everything has worked fine for years. The problem may have started after the latest win 2k3 service pack update.

random emails will cause that users mail repeat over and over. It's as if the mail server does not realize that it has been downloaded.

Any ideas?
