Duplicating layer give new empty layer?

Hi, I'm trying to make a collage of photos and I've put several photos in separate layers of 1 big PSD file.

Problem is that now I'm trying to add another photo and it just produces an empty layer.

I've to tried drag & drop the layer from one file to another but this produces a new empty layer.

I've also tried to right-click on the new photo and choose "Duplicate Layer", then chose to insert it into "Collage.psd" but this still produces an empty layer.

Any ideas on what the problem is?

I thought that perhaps the photo is actually in the new layer but perhaps it's just off the screen so I've tried to click on the collage image & drag my cursor around the screen to see if the image was just off the screen, but this produces nothing.

Any ideas would be appreciated.

Is your background layer locked. It will have a little padlock on the layer.
You can duplicate it, and discard the locked one or you can "create new layer from background".
 
If the source photo has multiple layers, you be dragging an adjustment or other nonimage layer.

If there isn't a layer problem, do the photos match in terms of color mode, pixels per inch, etc?
 
just a side note for locked layers...double click the layer and hit the enter key (or OK) to unlock.
 
I tried the above suggestions but these didn't solve the issue.

I asked a friend to come & troubleshoot this. It turns out that the problem was to do with the Pixel Aspect Ratio setting. For some reason it was on the Custom setting. We changed it to Square and this solved the problem.
