Duplicate Phantom User Profiles

I have a multi site server edition on r11.0.2. I was having a network issue with dropped packets that could have been related to the LAN 1 port on one of the IP500's. I replaced the IP500 with a cold spare that had never been configured. Installed modules and SD card in new unit and it came back up into the cluster normally. IP trunks to primary and secondary, PRI and SIP trunks, and phones came right back up to config file on SD card. Everything seems normal. Now I am seeing duplicate user profiles being created at random on the IP500. For example an existing user "Joe Smith x1234" is a working user with a working phone. If I log in via Manager to primary and look at IP500 now I might see 6 duplicate user profiles for Joe Smith x1234. If I delete the duplicates they will randomly come back within a couple of hours. Everything on the IP500 is functioning but these random duplicate users keep coming back into the config. Any ideas?
