duplicate name on network, but not really...

I support a pc that has a dual ip on single NIC, one ip is for the LAN, one is for the WAN. On occasion when I reboot, I immediately get a message about a duplicate name on network, I know this is coming from the WAN, because if I remove the router connection for the WAN from the picture I dont get the message. I can get past the message and have normal LAN access, but no WAN, After an hour or so, I can use device manager to disable/enable the network adapter, and all is well. Is this a WINS issue? is there a setting that times out? something to adjust? I don't support the WAN, and the person that does, thinks I have a bad NIC...
