Duplicate Messages with Exchange Restart

We have a Microsoft Small Business Server 2000 and Exchange 2000 running on a HP Proliant ML350

Whenever the Proliant is restarted, duplicate messages appear in everyone's Outlook inbox, going back about a week.

Does anyone have an idea why this is happening?

And are they set up to use MAPI or POP3? If it's the latter, the problem is that Exchange can't keep track (across a reboot, specifically) of what's been downloaded already.

This only happens when Outlook is configured to leave a copy of the message on the server.
