Duplicate Message Problem Code 2027

After applying the latest Microsoft Hotfix for this reported problem from the Microsoft Knowledgebase, the problem remains.

Latest tests show that 50% of standard text format inbound emails are being classed as Duplicate Messages and discarded. Further testing indicates that the problem does not occur if the time between each email submission to Exchange server v5.5 is no less than 3 minutes.

Can this problem be fixed and will the upgrade to Exchange Server 2003 fix it?
