Duplicate emails when forwarding

I have an issue whereby when an email is received from an external address, and the local user is set to deliver (forward) to another email address, two copies of the email are received by the user. Internally sent emails do not duplicate.

I have seen this issue when forwarding to a mobile device like a Blackberry, but we don't use them, and it is happening when emails are forwarded to any domain.

The setup is two exchange servers 2003 (SP2) - one bridgehead with all the connectors, and one clustered with all the mailboxes.

Any ideas?!
