Duplicate Emails via VPN

Hi

I have one user that is regularly sending duplicate emails when connected via the VPN. He is using Outlook 2003 chached mode connecting to an Exchange 2003 enterprise server. I have increased the server timeout but am still seeing this issue. Does anyone have any ideas what could be causing this?
