Duplicate Email / Cobalt (linux) Mail Server

We have a several users that have email that duplicates every few days..ie: Yesterday, Bob gets an email, 15 min later a second email identical to first appears. This will do this to most of email thru day...IT Dept. does nothing...Next day bob says..email is ok now....2/3 days later problem is back...random users, random time frame...Any ideas of what I can check?
