duplicate a layer?

I made a layer, and now I found out that some of the grouped elements has to flash after doing all the rotation and stuff.

So I need to parten the layers somehow, after all the sliding and rotations and stuff.

Is it possible to duplicate a layer and make it act like it is a "stand alone" layer??

I tried to copy the frames into a new layer, but when I did all changes in Layer1 were done in Layer2 too!!
 
im not entirely sure what you mean...

but it depends what kind of symbols you are using...

if you you highlight and right click you can select "distribute to layers" which will place each symbol on its own layer
