Dumb telnet question???

I cannot list who I work for but heres my dumb question.

We have a vendor coming in and installing a Centrex line in each closet for each switch for redundant dial in access.

Instead of installing 27 Centrex lines can't we Install 1 Centrex line into a modem then into something else then telnet to the routers and switches?

Please let me know if there is a more cost effective route for back up dial in access.
