Dumb question but.. why are IVR on Webservers?

Sorry for my ignorance but I don't understand why IVR's reside on Web Server and this whole thing about VXML, how VXML is the language to script IVR.

 
you can load ivr on almost any server, mine is on my call pilot (meridian) server.. as long as you have a link to and control of the ivr ports.. if you have web apps that can get a voice response (ie a live body) then the web server would make a good choice.. and all scripting is enough alike to make it bearable
