I have a client who wishes to upload files to his web server from windows XP. I have always used an FTP client for such tasks so not sure how to do it but agreed to look into it for him.
After a look through the 'help' files I found this method to 'show file and folder tasks'.

Open Windows Explorer. 
Click the Close button  in the right corner of the Folders list.
Am I missing something here or does it tell me to open windows explorer and just close it again, if so, how does this help?

That tells you how to show files and asks you to close not the window but the folders tab. That should show you the "System Taks", depending on your configuration.

It shows the standard file layout and the folders list.
Clicking the cross just closes the folders list and leaves the file layout.
Where is the system tasks option supposed to appear?

Well, in the letf pane you can see different options depending which folder is select.

If I select the hard drive, I can see "System taks", but if I select a regular folder I can see "File and Folder Tasks" and a "Publish to the web" option inside. Maybe that's what you're looking for.

2. Double-click a drive or folder. 
3. Click the file or folder you want to publish to the Web. 

4. [red]Under File and Folder Tasks:[/red] 

click Publish this folder to the Web

-or- 

click Publish this file to the Web.
 
5. Follow the instructions in the Web Publishing Wizard.
Where is the File and Folder Tasks option?
All I have is the normal list of folders.

If you double click "My Computer" you don't get the Folder view by default.

If you see that Folder view, close the Folder tab (There's a black cross just in the rigth of "Name").

Which just leaves the contents of the folder and no mention of Files and Folder Tasks.
Is it possible I have that facility disabled on this computer?

In the windows explorer: Tools > Folder Options > General > Check the "Show common taks" option.
