Looking to get a new server that'll run ubuntu 7.10 server with ruby and MySql.

Processor's will Xeon dual core's, maybe quad core. Just doing a google search pulled some info from 2006 and earlier with people struggling with dual processor support. Some were able to use SMP and get it to work.

We've got the latest ubuntu now, anyone know if it supports and will actually utilize two cpu's?

This isn't a good question. The linux kernel obviously supports SMP (since 2.2). If a distribution ships a broken
kernel than you can always grab source and compile your own.

Yes, the latest Ubuntu easily supports multi-processor systems. It's even able to scale back to 1Ghz to save power when the processors are idle.
