Using DTS, is it possible to have MS SQL Server go out every 10 minutes or so and check for the existence of a certail file, and if it is there, convert the data and append it to an existing SQL database?

You can schedule a DTS package to run at any interval you like. Use an ActiveX script within the DTS package to check for file existence and proceed accordingly. Here's a link that will help with the ActiveX script.
