DTS on failure

Hi,
I have created a DTS package in sql server 2000.
It works fine.
Now on each task I have connected another task so that on failure a tored procedure gets run.
I don't understand why the on failure task does not work when there is an error.

Does the error necessarily mean the step has failed ?

well, why not?
It's just that if I run it manually then when the error occurs tehn DTS gives an error message box. So I assume that the on failure should be called, right?

Just a stab in the dark - I think from the past I remember a step having errors but not failing.
