DTS and MSDE packaged application

How would design a design a DTS package using MSDE when there is no interface. Or can I design a DTS package in SQL 2000 and then "export" ot to MSDE. I have a package application that is using MSDE, but I also have a need to run a DTS package every hour. So how can I build a DTS package from MSDE or how can I export a DTS package from SQL 2000 Enterprise Manger and then use it in MSDE? The end user will only have MSDE, but of course I have both at my disposal. I appreciate your help
 
Connect to the MSDE install with Enterprise Manager and see if you can create a package. I don't remember is MSDE comes with the DTS engine or not.

MSDE does comes with DTS. However, it doesn't solve my problem. If I have packaged software, that will install the software and the SQL database on a client (remote) database. There is not going to be an Enterprise Manager avaiable. How do I design a package using code, or can I create it on my server (using Enterprise Manager), and then package and attach on the client install (on the remote site). Where are the DTS packages stored on the server?
