DTMF Signalling While on a Call?

It's been noted on some BCM's (no pattern identified) that while on an established call using DTMF signalling from the dial pad doesn't work. Is this a BCM setting or a Nortel Feature?

If call barring is on (filter 6) then the extn cant use DTFM codes unless the call was made from a speeddial code.
