DTMF not sent when two extensions are picked up

I have a 3x8 system, with 3 analog lines. When two extensions have picked up the same CO line, and one person tries to dial a DTMF, the tones are not sent to the remote party. Is there anyway to change this behavior?

You have to activate long tones by dialing F808. This activates DTMF for the duration of the call.

Or turn privacy on for the lines, if you're not using them as a "poor man's conference". You could initiate the call on one phone, and then conference the other in.
