DTMF after dialing

We have a Meridian 1 rel.25. When I dial (consultationCall) from an internal phone to another internal phone via the PSTN (i.e. dialing the other party's external number) I am allowed immediately to send a dtmf digit. This is very useful as I can then conference the call without waiting for the other party to answer. But when I dial (consultationCall) from the same internal phone to a true external party (e.g. a mobile phone) I cannot send dtmf digits until the other party answers.

Anyone know why this happens and if there is a magic setting somewhere that will solve this.

Check that EEST = YES & DTMF = NO, (optional), in LD 15
