I am installing a T-1 on a new BCM 400 4.0. I tried using the internal CSU and could never get anything, using the existing CSU did work as far as the system seeing the T-1 and the lines provisioned. I programmed my target lines with no problem.

Whenever I try to dial out it says line in use(though monitor shows all lines idle) and calling in I still get a busy signal. What did I miss?

Maybe a dumb question on my part but here goes. Have you verified that the Carrier has released the circuit for use?
 
Yes the circuit is fully functional. I am replacing an older PBX( dont remember the name, it was not a named brand I recognized) and the circuit is still working on that system. I removed it from the old system, plugged it into the BCM and attempted to get it to work. They have an external CSU on that, so I knew my internal settings were correct because I used the same as the external was using. That didn't work for me, but when I used the external CSU, and turned the internal off, then I got both ends to see each other, ie the CSU went green as did the BCM. My channels go idle when I look at them, but when you try to dial the BCM Says lines in use.

What type of trunks are they? Also when you bypassed the external CSU did you try a Cross over cable. I've done that in the past with success when replacing someone elses set up.
 
I did not try the crossover cable only because it appeard the CSU and the BCM were talking when the yellow went out on the CSU and i got a solid green on the BCM.
