DTI/PRI card with Cisco T1 Card - outbound call forward to operator

I have a system where a Cisco router/Voip network talks to an Option 11 switch thru a DTI/PRI card. Basically the Voip cisco phones can use the trunk on the Nortel to call the Nortel phones internally or make local/long distance calls.

This system has worked well for a couple of months using regular T1/DTI (CAS is the Cisco world). We had the T1 card set up as a Tie line and all was well. A user on the Cisco network could dial 91xxxxxxxxxx and make long distance calls or dial xxxx and call extensions off the PBX. The only thing we wanted was calling number, so we decided to change to PRI. We put a Daughter card on the Nortel card to set up a PRI.

The PRI is set up as DID, we tried to set it up as a tie line but I guess you can't. Anyways, we are able to pass digits, and make calls to internal extensions on the PBX, but when we try to make local/long distance calls, the call forwards to the operator off the PBX. The extensions on the PBX can call to the cisco without problem.

We have done a LD 80 trace and a Cisco trace and all the digits are passed in both directions.
Does anyone know why the outbound calls out the Nortel do not work anymore?

Another piece of info. When I dial the ACOD and a local/long distance number from a telephone on the Nortel network it forwards to the operator also...
