I have a client with MICS 7.1 AND 2 PRI's. The client recently changed telcos for one of the PRI's and now they are having trouble with stuttering connections and ring no answer and can't call out. The new telco says it's due to a faulty clocking card. But would that not affect both PRI's? Has anyone even heard of a DTI and/or clocking card failing? (even partially?)

If it is a faulty clock card then yes you are correct it should affect both spans. Have you let the carrier know about the other PRI that is working fine? Also have you tried to change to this carrier for the Primary Clock source and see what happens?

Thanks for the quick response hawks, I was just made aware of this at end of day Friday and have not been to site yet, but I am interested to see what happens if I change the Clock source. Will let you know.

Telcos always blame the equipment. It worked find before the cutover to the new Telco, right? Didn't work right after the cutover, right? That tells me exactly who got the issue.
Don't let them play the blame game. Talk to the customer and make sure they understand what I just posted above.
The customer may have to get nasty with the telco sales person to resolve this.

Of course it was the telco. Who ever heard of a DTI or clocking card actaully failing. Turns out they had to change the clocking at their end and all seems well at this time.
