DTI Card Yellow light

I just added a PRI to a MICS 7.1 I have done this several times with no trouble. The enabler code worked ok and lines 1-23 came up as PRI just fine. I had a temporary BCM50 in place to test the PRI from the telco its my emergency unit. Everyting worked just fine on the BCM50 incoming and out going calls. When I plugged the telco cable into the DTI card the top yellow light came on and when I try to place calls I get NO FREE LINES. I checked and double checked all my settings and configurations and they are all correct. I have the COMBO card in slot 2 and the DTI card in slot 4. The bottom green light on the DTI card is solid. Phone company recording says there is a problem completing the call.

I have only seen this yellow light on when the telco's PRI was offline on the telco side but this is ok on the BCM50. Any suggestions?
 
If you are receiving a Yellow Alarm this means that your Xmit is not reaching the far end

Thanks turned out to be both a bad DTI card and then the telco only had ( 1 ) of the ( 23 ) channels programmed for service, can you believe that!
