DTD - need help!

I have the tag:<br>
&lt;content&gt;If a &gt; b then b &lt; a &lt;/content&gt;<br>
<br>
and declared it in the DTD as <br>
&lt;!ELEMENT content (#PCDATA)*&gt;<br>
<br>
but it doesn't like the "&lt;" sign in between the content tags. How can I work around this?

I believe it's balking at the pound sign (#). Would "No" or "Num" or something that is not recognized as an already used 'operand' type sign?

Actually I resolved this problem by changing it to<br>
&lt;contents&gt;if a &gt; b then b &lt; a&lt;/contents&gt; in the .xml file, didn't need to change the dtd.<br>
