DST / Time Zone

Testing something in my lab and noticed something a bit different in R8.1

For my main location I have NewYork EDT -0400 set ( see below for timezonectl output.

In previous version of CM I had location 1 set with a +00:00 off set and the time was correct. to EST Time zone.
Now with that same setting I am one hour ahead, So I have to change the offset to either -01:00 or change the DST rule from 1 to 0 works too.
Am I missing something here with why this seems different the previous versions? What is your location timezone offset setting for anyone using EDT Time Zone, with a DST rule of 1?

The "set time" setting did not copy over from the old System during the migration for some reason.
It was set to 0, after typing set time and changing it to 1, I was able to set all the zone zone information to the correct time zones and offsets.
