DST possible issue when sending appointments

It seems to me that we may have an issue when receiving appointments.

If I send an appointment request for someone for ex Oct 28 3pm it shows up fine on their outlook calander. However, if they send me an appointment for 3pm it shows up at 4pm on my calander and reverts the appointment on the orginators calander to 4pm. When I open the actual appointment in my calander it says that it was for 3pm.

Using OWA
If someone sends me an apt for 3pm it shows 4pm in my calander but it does not revert the time on the originators calander.


Environment
exchange 2000
Server 2000 sp4

I used the inteladmin to update the dst on the exchange server. Any advise would be appreciated.

Did you apply the DST changes from 2007?

I'm Certifiable, not cert-ified.
It just means my answers are from experience, not a book.

There are no more PDC's! There are DC's with FSMO roles!
 
Assuming XP client, is all correct in terms of automatically adjusting to DST under Time Zone in Control Panel?

 
I was referring to the tickbox in control panel / date and time / Time zone tab. Is it ticked?
