I believe that I've read somewhere the following.
BLF key configured on a Watcher extension. When call is answered on the BLF key, the Watcher extension can press the key and join in the existing conversation creating 3-way conference....

Can't seem to find CoS/System Option for this though...
 
No, nothing like.

Just a simple BLF key....

For example, we have Watcher DN of 3000 and Subscriber DN of 4000.
DN 3000 has a DSS/BLF key with target/subscriber of 4000.

Whenever DN 4000 is on call, the programmed key on DN 3000 will lit up.
If the user on DN 3000 presses the DN 300 BLF key will join the call hence establishing conference....
 
The only thing I can think of that is close is ACD Barge. (Although you don't have to be ACD to use it)

To join into a conversation that is being monitored:
Press the Trans/Conf key to join the conversation.​
Silent monitoring ends when the conference begins. If the agent's call is not in a state that allows the conference to be set up, the supervisor's display will momentarily display "NOT ALLOWED".​

To exit the Conference, hang up your telephone or press Cancel. To resume monitoring, you must start over and re-establish Silent Monitoring.​
 
Override (Intrude) will allow forced conference but the caller must encounter Busy tone to activate

Privacy Release will allow forced conference but would need to be initiated by the called party

Barge In using Silent Monitor will do the trick but requires the destination to allow silent monitor.

I can't think of a single reason I would want any of these active on my phone.
