My understanding is dsp resources are used betweeb ip and tdm devices. This includes IP to pri? Ip too call pilot?

Is there any kind of formula to decide how many DSP's should be allocated for a system?

It depends on your calling traffic and volume. For standard use I have seen it range anywhere from 4-to-1 up to 10-to-1. That's phones to DSP ratio. If you have a call center environment or similar you may need 1 or 2 to 1.

Yes, it's any IP to any TDM which includes PRI, Call Pilot, digital or analog phones/trunks.
 
You also need a DSP in a CS1000S or a CS1000E where any call goes cabinet-to-cabinet.

So if PRI is in Cabinet 1, and destination TDM set is in cabinet 2, then you use a DSP in cabinet 1 and cabinet 2.

has anyone heard that when upgrading to R7, Nortel/Avaya is recommending populating all the DSP slots?

I guess this wont hurt, but seems like overkill
 
@Carb11, From what I see on the NTP and some Avaya NES presentations, all new MGC come with higher amounts of DSP pre-configured in NNEC. One of the bullet points in this presentation:

"Every MGC that ships in release 7.0 will be equipped with one of DB128 d/bs."
