DSM 16 "enabling"

I have a BCM 450, just upgraded to Rls 6. When I insert the DSM16 card, and configure through the EM, it never enables, just stays in "enabling" mode. Do I need to do something somewhere else?

It will say that until it has finished downloading the latest firmware and you have at least one set connected to it.

Of course, you do have to enable it in Resources too.
