DSL line ringing when off hook

When trying to i.d. the phone number on a line that had DSL installed on it, the line starts ringing when going off hook. No dial tone. Does this mean it is used for only DSL? Would that be considered a dedicated ADSL (DADSL) line?

There is no Telephone number assigned to a dry cable pair.
If the cable pair is used for DSL, then it is naked.
No dial tone/DSL line.

The LEC has other terminology to id the line.
In your thinking i guess you could call it dedicated DSL.

I would think the ring back tone would after a certain period give some kind of recording/reorder announcement if set up proper in the switch.

There is a recording after a few rings. Also it was tagged with a phone number and was still attached as a co trunk on a pbx. I assume it is no longer being used with the pbx since there is no dial tone.

If not used in pbx, it should be disconnected externally,
programming as well should have been remove in software.
Make sure the recording you are hearing is coming from the LEC.

What do you get when you call the number on the tag?

If the line is connected to the switch and there is no dial tone it could also possibly be a ground start trunk and might not give dial tone till you momentarily short one side to ground.

I don't know if DSL always has to come in on a 1MB (loop start) line or if it can also be set up on a ground start trunk.

That is one possibility for why there is no dial tone.

I didn't call the number. I keep getting told that it a dedicated DSL line and it shouldn't have a number attached to it. Maybe it was just tagged with one for labeling purposes? It not only doesn't have dial tone, it starts ringing right away as if you dialed a number when you go off hook. I don't know who services the switch, it's a Mitel at a Holiday Inn. The recording is from the LEC. I disconnected it from the switch.

I'm curious - what does the recording say - almost sounds like a ring-down circuit for an elevator, except that should go to a live phone, not a recording.

I think it just says this number is not available. I called it and it says no longer in service .This isn't the first time I've installed these modems for dedicated (what the work order calls it) dsl lines and get the same ringing line.I thought it might be what a "dedicated" dsl line does. Maybe not so common?
