DS3 point to point problem

We are having what we think our response/latency issues with a DS3 we just installed between two locations approx 120 miles apart. Right now we are seeing between 25-30ms response times on the new DS3. Prior to this we only had 6 T-1's installed and had response times of 25ms. So what is the deal, the traffic has not changed, shouldnt our response time be better? The 6 T-1's were provided by a vendor mix (4 broadwing, 1 Att, 1 MCI). The DS3 is one vendor (SBC), however SBC partners with Willtel to provide the long haul piece. Our thinking is that this circuit was incorrectly engineered and routes all over the place before it reaches our location. Both ends of the circuit terminate on Sonet OC-12 rings, one is provided by BellSouth, the other by SBC. I know the speed should not be traffic dependent but this response time just does not seem right.
 
You might be surprised that 20-30ms is going to be appropriate. Keep in mind that you have a distance to travel and devices in the middle. Do you have anything in an SLA from SBC that would tell you what to expect?
