DS2000 and Xfinity Ring Voltage

I have customer that had xfinity put in a gigabyte modem for internet with 6 active phone lines. 2 fax lines and 4 telephone lines. All lines were working fine until new modem was installed. Internet speed with new pc and 1 gb ethernet card connected directly to modem gets 80 mb...lol...40% - 50% of the calls get dropped. The ones that get dropped never show callerid,they just quit after one or two rings. AC line voltage is 59 when ringing. Some of the calls that get through cutoff within 2 secs of being answered.
Xfinity says the phone system is bad. I agree its old, but cannot believe Modem is not at fault. Any ideas. I measured all the lines and they have 59 or nothing when a call comes in. Is there any way to boost ring level or reduce system levels. I thought 59 would be good. NEC hardware manual for ds2000 says 50-70 ring voltage.

ANY THOUGHTS would be helpful. Already recommended to get old modem reinstalled and try it. I realize speed would be lost, but they are not getting any speed to speak of any way. A princess phone and butt set work all the time.....when put on a line.....
