DS2000 and 8astu doesn't work

Tried to help a guy add a 8astu 8 port analog card to a DS2000. Doesn't seem to work. Powers up with blinking lights on the connectors and seems alive but I cannot get a intercom dialtone on any of them and dialing the extensions gives a fast busy with a vacant message on the display. Any ideas?

Yes. When we do a 9902 the only slot showing a card is the digital station cad in 1. No matter how we arrange the other two cards they do not seem to be seen by the sysyem. Bad backplane maybe?
