On a website with a pale background colour, I want white lettering with a light grey blurred shadow. I'm trying to create the text in Photoshop, with transparent background (so far, so good), then make a duplicate layer, offset it slightly, reduce opacity to light grey (so far...). But I want to blur the shadow. Can't seem to use the blur tool. Now lost on an ocean of techno confusion...

Try going to layer>layer style>drop shadow and mess around with the settings in there until you get what you want.

The blur tool can't be used until you rasterise the text (Layer > Rasterize > Type), but it's not a very efficient way of getting the effect you want. As tangerinewoman says, Layer Styles are the way to go. It also has the advantage of allowing you to edit the text later and still retain the effect.
