Drop Down Menus

I have used Fireworks to create a series of pop up menus. My intention is to use these to search for a wide range of reports from my main database. Rather than new pages on each search I thought I would use frames to section off the area where the report appears.

I now have the problem that my drop down menus fall behind the central frame because they are larger than the frame height. the height cannot be changed. How can I get the menu to drop down over the frame? or should I re think and do something with layers ?

Sorry to be so long winded about this.....HELP PLEASE!
 
You can't tell a frame to step out of its borders. Simply not possible. My suggestion: use tables instead...
Layers are a little problematic as they are not properly displayed in Netscape when you use too many of them. And older browsers don't support them either.
