Is it possible to have a drop-down menu that allows the user to fill in text if the option they want isn't in the menu list?

What would be the point of typing in a menu item that doesn't exist? Do you want them to navigate to Never-never land?
Or do you really mean something else?

What you want to do is not possible. You could make a custom dropdown on a regular text input box to mimic that or use other option and show additional text input if that option is selected.

I thought it might not be possible, I have a list of cities in a drop-down form field, but I want to allow them to fill in their own if the city they live in is not in the list. Can you explain this custom dropdown on a regular text input box idea? Or direct me to an example?

Thanks!
