Drop Down Menu Boxes

I'm just getting to grips with Frontpage 2000. If I create a form with a drop down menu box, the box will open out at run time to show the options dropped down. There is just one arrow box. If however I set the box to allow multiple choices the box now has two arrows (up and down) and will only show one option at a time ie it doesn't actually drop down. Is this a feature of Frontpage or is it an HTML/IE6 limitation?

 
If I change the height to 3 I just get a box that is three items deep. It still doesn't drop down. Instead it is a scrolling fixed window except now it is always bigger. I was hoping I could get it to drop down like the single choice box.

Reading O'Reilly HTML & XHTML The Definitive Guide makes me think this is a behaviour of Internet Explorer.

 
Well you are wanting people to make more than one choice. The drop down box does not work that way when you choose this option. It functions more like a text area box.

When it is a normal drop down box, you click on the arrow to activate it & you make your single choice.
