Drill on Attribute Element instead of Attribute

I am running into a situation that because the potential number of rows returned is too big, we want the users to drill to lower level. For example, our report will be at Region level, which has about 20,000 rows. And now if the user wants to dig down to city level, then can drill. However, we only want the users to check one region, say Northwest, then drill. We don't want users to drill on the Attribute itself (Region),which will include all regions.

My colleague suggested to modify the JSP. Have anyone done this before? Is there a way that we make the modification specific to certain project only, instead of all projects on the server?
