Dreamweaver Novice - Connect to MS Access application

I know it is probably not that difficult to do but, I’m just a novice with Dreamweaver and some how I have to take an Microsoft Access application that currently reads several databases and runs of f of a CD and somehow produce the same thing on the web.

For starters, I really do not have a clue how to do this. I do know that I need some sort of Server side software to have the HTML pages talk to the database’s and the fields within them to get the desired response.

If it were up to me, I would higher a seasoned developer to do this and support them with graphics, which is my expertise I do not mind learning and this sounds like an interesting project, but my problem is time. They want this ASAP!

Can anyone suggest a road map of sorts?

The perfect step-by-step tutorial?

Is there even some sort of shell that I could modify to make this work?

If I cannot do it does anyone know what it may cost me to higher someone to complete the project?
