Drawing Shape Outlines

How do I draw shape outlines only in Photoshop Elements? I can't seen to get the shape tool to create anything but a full shape (like a big, filled-in black circle).

The outlines appear when I'm creating shapes (they mark the boundaries) so it seems like I should be able to access the outline drawing functionality somewhere!
