Can I password protect or make my drawings read only
in AutoCAD 2002 so they can not be edited when I email them to a 3rd party

No, not really. The only sure way would be to change them to a raster format like TIF, PDF, WMF, etc..

Do they really need the DWG files, or is it electronic paper?

You may want to think about sending them PDF (Acrobat) files.
