drawiing border around oval shape image

If its a vector shape you can change the style so it has a border. OOoorr...you could try simply duplicating the shape (or layer) on a layer below your current shape and expanding it slightly.

What you do is select the circle. if it is the only thing on the layer then ctrl-click on the layer in the layers palette. Then go to select - modify - border. Type in how many pixels you want the border, and it does it for you.
 
Unfortunately if you use Modify Border it will create a Feather...not recommended!

What you would have to do with that image first is enlarge the canvas size (image-canvas size) then..

use the magic wand to select all the white pixels, then ctrl-shift-i to select the inverse, then select-modify-expand, then you can just fill it in. there wouldn't be a feather on that.
 
Simply draw an oval with the elipse tool, outlining your oval (making sure it has no style attributed to it) and apply a stroke to the path. You may also define a style for the elipse having it automatically stroke.
