If you are trying to drag fields onto a pageframe from the data environment and they paste to the form instead showing up on all pages of the the pageframe it is because the form developer and the data environment screens are overlapping. If they are overlapping in any way when you click on the fields in the data environment the pages are deselected and the form is selected. Worse part is that the blue-green border does not completely disappear as noted by Craig Boyd.
1. Make sure you have edited down on the pageframe by right clicking while pointer is over the form and not the background so that you are working with the pages and not the form. If you can click on the page tabs and they are selected you got it right. The Green-blue band should surround the whole form developer screen as explained in previous posts.
2 Maneuver the tables in the environment so that they are close to the edge of the data environment border as space between the two screens is limited.
