Dragging to Timeline

In Premiere Pro CS3, I am unable to drag clips from the Source or Project areas to the Timeline. As soon as the drag crosses the "border", the cursor turns back into an arrow. The file itself is just a 4 minute AVI clip extracted from a DV tape. I've done it before and it worked but I've not used Premiere for some years so what I am missing? Any help is appreciated.
