drag,setting variable & property...

I came across a neat tutorial at flashkit's website

But the step by step directions are not that clear when you sit down to do it.

My question/s are: there are 4 movie clips with "nav" being the main one. The other 3 clips (drag, rotate and scale) do they go inside the 1st clip (nav)or are they in their own layers in the beginning of the scene so that you can put their actions/targets into their own frames? I wish I had a step by step guide for this. Any help and direction will be greatly appreciated.

If you'd downloaded the FLA you would have been able to see for yourself.

The NAV movieclip is in the 'nav' layer. The dragControl and scaleControl movieclips are on the 'dragControl' layer.

Last but not least, there are only 3 movieclips involved.
