Drag n drop bug in Delphi

I tried to have a Form on which 4 bitmaps form part of a puzzle program.However when one drag one bitmap over another windows would not allow it and gives the NON-SMOKING sign. The image then also becomes jerky and jumps to the wrong X,Y position.
Does anyone know how to solve this problem. IE dragging one image over the other?
